Removes authority of local school boards to delegate superintendent's recommendation power for assistant superintendents and principals to other designated persons.

Eliminates authorization for school boards to designate personnel supervisors or other principals to recommend or transmit recommendations for licensed and noninstructional employees, with limited exceptions.

Adds provision allowing school boards to initially hire a superintendent's spouse as a licensed employee in one school position if qualified, with principal discretion over continued employment recommendations thereafter.

Applies only to certificated and noncertificated employees hired on or after July 1, 2017, and does not affect employees already employed by June 30, 2017.

Takes effect July 1, 2017.
