SB2431 Summary

• Renames "conservator" to "interim superintendent" throughout school accountability statutes relating to schools and districts under state control.

• Replaces the term "district of transformation" with "district transformation status" to clarify the designation for failing school districts placed under state oversight.

• Allows districts placed in district transformation status with a "D" or "F" rating to return to local control after maintaining a "C" rating or higher for five (5) consecutive years, unless the State Board of Education determines earlier eligibility.

• Requires failing districts eligible for the Mississippi Achievement School District but not absorbed due to capacity limitations to develop and implement a district improvement plan with state support and guidance.

• Extends the sunset date for certain reconstitution procedures from July 1, 2017 to July 1, 2020.
