Expands the Regional Economic Development Act to allow all political subdivisions (school districts, utility districts, community colleges, institutions of higher learning, airport authorities, port authorities) to participate in regional economic development alliances, not just counties and municipalities.

Authorizes local government units to issue general obligation bonds, revenue bonds, special assessment bonds, and incur other debt authorized by statute to finance regional economic development projects.

Permits local government units that are members of a regional economic development alliance to negotiate and pay for purchase options on real property intended for alliance purposes, including preliminary engineering and environmental surveys.

Defines "local government unit" to encompass counties, cities, towns, villages, school districts, utility districts, community colleges, higher education institutions, airport authorities, port authorities, and other political subdivisions of the state.

Allows debt and bond issuance for projects providing multijurisdictional economic development benefits in areas such as industry, distribution, commerce, tourism, and healthcare.
