Requires administrative consolidation of North Tippah School District and South Tippah School District into a single Tippah County School District, effective July 1, 2019.

Establishes an Interim Tippah County Board of Education to be elected in November 2018 special election, with regular board elections held in November 2019 and thereafter.

Designates the Superintendent of Schools of South Tippah School District to manage transition operations from July 1, 2018 through June 30, 2019, including budget merging, staffing decisions, and salary scale construction.

Transfers all property, assets, and outstanding debt of the former school districts to the new Tippah County School District, with special ad valorem taxes to remain pledged for debt repayment.

Grants a two-year waiver from state accountability and assessment requirements for the new consolidated district's student population, conditioned on U.S. Department of Education approval.
