Administratively consolidates the Chickasaw County School District and Houston Municipal Separate School District into a single Chickasaw County School District, effective July 1, 2021.

Establishes an Interim County Board of Education elected in November 2020 special election with three members from former Houston district territory and two members from former Chickasaw County district territory, serving three-year terms beginning January 1, 2021.

Designates Houston, Mississippi as the central administrative office location and requires the Superintendent of the Houston Municipal Separate School District to manage the transition from July 1, 2020 through July 1, 2021, including budget consolidation and staff reorganization.

Requires the State Board of Education to administratively consolidate any school district that does not voluntarily comply with the consolidation order and authorizes the transfer of all assets, property, and assumed debt to the new consolidated district.

Grants a two-year waiver from accountability and state assessment requirements for the new Chickasaw County School District student population and establishes an elected Board of Education beginning November 2023 with staggered four-year, three-year, and two-year terms.
