Amends Section 37-1-9 of Mississippi Code to clarify the State Board of Education's authority to subpoena persons during investigations.

Removes language granting the Board authority to issue subpoenas for production of books, papers, records and other documents.

Changes enforcement procedures so that a "party seeking to compel compliance with a subpoena" (rather than the Board) applies to circuit court for orders requiring appearance and testimony.

Maintains Board exemptions from public records disclosure for investigative reports that could impede investigations or reveal informant identities, compromise fair trials, or endanger public officials or witnesses.

Takes effect July 1, 2017.
