Requires state agencies in Hinds, Madison, or Rankin County to locate within the Capitol Complex unless relocation would significantly impair public services, with DFA authority to waive this requirement based on cost savings analysis.

Mandates agencies submit written space requests to DFA at least 180 days before needed date, including position details, anticipated moving expenses, and special requirements.

Establishes Request for Proposal (RFP) selection process for leasing private space when state-owned space unavailable, with lowest and best proposal evaluation favoring Capitol Complex locations when costs are lower.

Allows aggrieved agencies to request reconsideration from the Public Procurement Review Board and amends 20+ existing statutes to require compliance with the new central leasing authority across various state departments and authorities.
