Expands candidates' right to examine election records to include marked pollbooks, voting machines, and other election documents, not just ballot boxes.

Establishes different timeframes for candidates to examine election records based on office type: 10 days for county/county district offices, 14 days for state district/multicounty legislative offices, and 21 days for statewide offices.

Changes deadline for filing election contest petitions from a fixed period to within a specified number of days after certification of election results by the county or state executive committee.

Requires the marked pollbook to be enclosed in the ballot box along with other election materials, and mandates that the number of ballots voted must correspond with the number of names marked "VOTED" in the pollbook.

Effective date is July 1, 2017.
