Establishes licensing of naturopathic physicians by the State Board of Medical Licensure, requiring graduation from an approved naturopathic medical program and passage of a national competency examination.

Defines the scope of practice for licensed naturopathic physicians to include diagnostic examinations, prescription and non-prescription substances from a naturopathic formulary, physical medicine, and minor office procedures, while prohibiting controlled substances, surgery, anesthesia, and practices outside their scope.

Requires licensure renewal every two years with continuing education requirements and fees set by the board to cover administrative costs.

Mandates reporting of incompetent or unprofessional conduct by naturopathic physicians, other health care providers, institutions, and government agencies to the board within 30 days, with immunity for good faith reports.

Establishes a Naturopathic Advisory Committee composed of a physician, certified nurse midwife, licensed naturopathic physician, and legislative representatives to review naturopathic medical education and practice standards and report recommendations to the 2018 legislature.
