Establishes the Mississippi Advisory Council on Faith-Based Initiatives within the Office of the Governor to advise on policies and objectives for enlisting faith-based, volunteer, and community organizations to deliver services.

Council composed of up to 25 members: 17 appointed by the Governor, 4 by the Lieutenant Governor, and 4 by the Speaker of the House, serving two-year terms without compensation.

Principal functions include developing faith-based and community programs, identifying best practices for social service delivery, recommending policy changes, and eliminating regulatory barriers for nonprofits.

Council must prepare an annual written report by December 1 to the Governor, Lieutenant Governor, and Speaker summarizing activities and recommendations.

Prohibits any council recommendations that conflict with the Establishment Clause of the First Amendment or Section 18 of the Mississippi Constitution.
