Clarifies that parents, guardians, or custodians of a child in youth court proceedings have the right to inspect records, reports, and investigations to be considered by the court.

Requires that parents, guardians, or custodians be provided a redacted copy of any record, report, or investigation upon request, with certain information withheld to protect reporter identity or endangered persons.

Maintains existing confidentiality protections for youth court records while establishing this parental right to access redacted copies.

Takes effect July 1, 2017.
