Creates a special fund in the State Treasury called the "Mississippi National Guard State Active Duty Emergency Operations Fund" to enable the Mississippi Military Department to respond to domestic events during declared states of emergency or approved emergency management assistance compacts as directed by the Governor.

Unexpended amounts in the fund do not lapse into the State General Fund at the end of each fiscal year, and any interest earned on fund amounts shall be deposited back to the fund.

Prohibits state general funds from being deposited into the emergency operations fund.

Takes effect July 1, 2017.
