Amends Section 99-19-81 of Mississippi Code to revise habitual offender sentencing requirements by limiting application to felonies punishable by more than five years imprisonment.

Requires mandatory maximum sentence for persons convicted of a felony (punishable by more than 5 years) who have two prior felony convictions on separate charges arising from different incidents at different times.

Prior convictions must have resulted in sentences of at least one year in state and/or federal prison, whether in Mississippi or elsewhere.

Mandatory maximum sentence cannot be reduced, suspended, and offender is ineligible for parole or probation.

Takes effect July 1, 2017.
