Changes the Mississippi Department of Mental Health from a board-governed entity to an agency under the Governor's policy direction, with the Executive Director appointed by and serving at the Governor's pleasure effective July 1, 2017.

Converts the State Board of Mental Health to an advisory board, the State Board of Health to a State Board of Health Advisors, and the State Board of Rehabilitation Services to an advisory board for their respective departments.

Establishes the Department of Health and Department of Rehabilitation Services under the Governor's policy direction with Executive Directors appointed by the Governor with Senate advice and consent, replacing previous board governance structures.

Renames the Division of Medicaid in the Office of the Governor to the Department of Medicaid and specifies Executive Director qualifications related to medical care administration and Medicaid experience.

Exempts employees of the reorganized departments from State Personnel Board regulations for one year beginning July 1, 2017, allowing Executive Directors flexibility to reorganize staff and operations for efficiency.
