Repeals 15 inactive boards, commissions, councils, and task forces including the Task Force to Study Voting Systems, Commission on Public Procurement Codes, and Institute for Technology Development Oversight Committee.

Abolishes health-related entities including the Mississippi Health Finance Authority, Mississippi Health Finance Board, Healthcare Coordinating Council, and Advisory Committee on Alcohol Abuse and Alcoholism.

Eliminates economic and agricultural advisory bodies including the Advisory Council to the Department of Economic Development, Food Technology Advisory Board, Council of State Agencies on Agriculture, and Agricultural Marketing Advisory Task Force.

Repeals sections authorizing investigation of un-American activities and subversive groups, including powers granted to the Secretary of State to investigate and compel disclosure of membership lists, and authority for district attorneys and the Attorney General to enforce such laws.

Takes effect July 1, 2017.
