Authorizes and directs public school districts to allow parents and legal guardians to opt out of Common Core aligned curricula and sharing of student personal information with federal government, other agencies, and private contractors.

Requires school districts to make an opt-out form available at local school board offices and online by July 1 prior to each school year, allowing parents to exempt students from standardized testing, assessments, surveys measuring values or beliefs, and collection of non-educational data.

Permits parents to opt out of sharing student directory information, identification numbers, and data from computer-based educational services with parties outside the local school district.

Requires school districts to exempt from public disclosure under the Mississippi Public Records Act any information protected by the federal Family Educational Rights and Privacy Act (FERPA).

Directs the State Board of Education to issue rules and regulations requiring all school districts to comply with student confidentiality and Common Core opt-out provisions; effective July 1, 2017.
