Adds nine cities to the definition of "municipality" eligible to establish leisure and recreation districts under local alcoholic beverage control law: Natchez, Laurel, Clinton, Cleveland, Vicksburg, Ridgeland, Brandon, Flowood, and Clarksdale.

Revises Jackson's leisure and recreation district boundaries to include two specific areas: a downtown area around Duling Avenue and State Street, and a 22.822-acre area in the SW 1/4 of Section 24 near U.S. Highway 51.

Authorizes Madison County Board of Supervisors to establish leisure and recreation districts in up to 50 acres near the former municipality of Livingston and in Town of Lost Rabbit, Phase IV.

Grants Lee County and Rankin County boards of supervisors authority to establish one or more leisure and recreation districts outside municipal corporate limits.

Requires municipalities and counties establishing districts to provide detailed descriptions, boundaries, georeferenced maps, and documentation of law enforcement and public safety measures to the Department of Revenue.
