Expands authority to record court proceedings in courts without official court reporters, including justice courts, beyond just attorneys of record to also include "interested entities"

Allows attorneys or interested entities to record proceedings by mechanical means or stenographically at their own expense

Defines "interested entity" to include crime victims and property owners on whose property a crime was committed

Recordings made under this provision may only be used for impeachment purposes
