Prohibits state agencies and community/junior colleges from using public funds to pay contract lobbyists, effective July 1, 2017

Defines "state agency" to include all boards, commissions, departments, authorities, and institutions of higher learning in Mississippi

Defines "public funds" as appropriated funds and revenues generated by agencies, excluding gifts, donations, and endowments to individual institutions

Voids any contract between an agency or community/junior college and a contract lobbyist

Makes state employees subject to dismissal if they authorize payments of public funds to contract lobbyists
