Amends Mississippi Code Section 31-7-13 to require state agencies and governing authorities to provide a uniform, secure electronic interactive system as an option for submitting bids on all purchases requiring competitive bidding.

Establishes that electronic bid procedures must follow standards adopted by the Department of Finance and Administration and include any special conditions in the bid advertisement.

Exempts public entities currently lacking high-speed internet access, counties with populations under 50,000, and municipalities with populations under 25,000 from the electronic bidding requirement.

Applies the electronic bidding requirement to purchases over $5,000 but under $50,000 (if at least two competitive bids obtained) and all purchases over $50,000.

Becomes effective July 1, 2017.
