Requires state agencies to include detailed summaries of all Maintenance of Effort (MOE) and Memoranda of Understanding (MOU) agreements or contracts with federal agencies in their annual budget request presentations to the Legislative Budget Office

MOE/MOU summaries must include the federal agency name, program title, CFDA grant numbers, start and completion dates, state statutory authorization, and how the agreement aligns with the agency's strategic plan

Agencies must describe all obligations imposed by MOE/MOU agreements, including monetary matching requirements, policy changes, staffing needs (full and part-time positions), and which positions will need continued funding after federal funds expire

Agencies must provide internet links to MOE/MOU agreements or supply physical copies to the Legislative Budget Office for posting on the LBO website
