Changes the "sheep breeder and producer" position to a "small ruminant breeder and producer" position, with recommendations now coming from the Mississippi Sheep Producers' Association, Mississippi Club Goat Association, and Mississippi Goat Association

Updates the poultry industry representative to be nominated by the Mississippi Poultry Association instead of the Mississippi Poultry Improvement Association

Changes the board's required meeting frequency from every other month (6 times per year) to once a quarter (4 times per year)

Maintains five ex officio members with full voting rights: Commissioner of Agriculture and Commerce, Dean of the College of Veterinary Medicine, heads of Animal/Dairy Science and Poultry Science Departments at Mississippi State University, and one Alcorn State University land grant staff appointee
