Amends budget process rules to allow state general fund expenditures up to 99% of revenue estimate for fiscal year 2018 (instead of standard 98% limit).

Authorizes Office of Tobacco Control to fund Mississippi Quality Health Center Grants and requires unexpended tobacco control funds at end of fiscal year 2017 to lapse into Health Care Expendable Fund instead of remaining in tobacco fund.

Transfers $32,000,000 to Capital Expense Fund during fiscal year 2017: $17,000,000 from Unclaimed Property Fund and $15,000,000 from Department of Revenue.

Allows transfer of up to $100,000,000 from Working Cash-Stabilization Reserve Fund to cover general fund deficits in fiscal year 2017 (instead of standard $50,000,000 limit).

Reduces Department of Insurance appropriation from $13,026,673 to $12,844,173 for fiscal year 2017 and increases State Fire Academy appropriation from $5,406,325 to $5,588,825 with $182,500 reappropriation for fiscal year 2018.
