Maintains existing reciprocity provisions where nonresidents from Gulf Coast states pay the same fees as Mississippi residents, unless their home state charges Mississippi residents higher fees

Prohibits issuing nonresident commercial fishing licenses to applicants from states that do not issue nonresident licenses for that particular fishing activity

Establishes a $5,000 fine and forfeiture of equipment, gear, or nets for nonresidents who commercially harvest seafood in Mississippi waters without the required license
