Prohibits candidates and elected officials from using campaign contributions for personal use, defined as expenses that would constitute gross income under federal tax law, with specific prohibited categories including residential expenses, clothing, automobiles, tuition, and family member salaries exceeding fair market value.

Allows unused campaign contributions to be retained in campaign accounts, donated to political organizations, transferred to political action committees, donated to charitable organizations, given to the state, or returned to donors.

Requires political committees to file statements of organization within 48 hours (reduced from 10 days) of receiving contributions or making expenditures exceeding $200, and mandates disclosure of committee name, address, officers, members, chair, and treasurer.

Authorizes the Mississippi Ethics Commission to assess administrative penalties up to $5,000 per violation against political committees failing to comply with filing requirements, and allows the Commission to bring mandamus actions to compel campaign finance disclosure reports.

Violations of personal use prohibitions constitute misdemeanor offenses punishable by $1,000 fine plus state assessment equal to misappropriated funds deposited into the Public Employees' Retirement System; effective January 1, 2018.
