Removes the requirement that full-time college, university, or community/junior college students have their absentee ballot envelopes notarized.

Allows an employee of the registrar's office at the student's institution to serve as the attesting witness for student absentee ballots, without needing authority to administer an oath.

Amends Mississippi Code Sections 23-15-631 and 23-15-721 to establish the new attesting witness procedures for student voters.

Effective July 1, 2017.
