Allows each member of the Mississippi Tort Claims Board to designate another person to attend board meetings on their behalf.

Requires board members who appoint a designee to provide written notice to the board chairman with the designee's name and contact information.

Grants designees full authority to take all actions that the member they represent is authorized to take under the chapter.

Permits six state officials (Director of Environmental Quality, Commissioner of Insurance, Attorney General, Commissioner of Public Safety, State Treasurer, and Director of Finance and Administration) to attend board meetings through designees instead of personally.

Takes effect July 1, 2017.
