Amends Section 37-106-14 of the Mississippi Code to establish priority funding for the Higher Education Legislative Grant Program as the first-funded program when appropriations are available.

If insufficient funds exist to fully fund all grant programs, the Mississippi Tuition Assistance Grant Program and Mississippi Eminent Scholars Grant Program shall be reduced in equal amounts per student rather than prorated.

Prohibits any student from receiving a combination of student financial aid exceeding the cost of attendance.

Establishes that after grant awards are made, forgivable loan awards shall be funded first to eligible renewal students and then to eligible new students on a first-come, first-served basis.

Takes effect July 1, 2017.
