Requires detainees held more than 48 hours to receive diagnostic assessment of reading and math skills, individualized instruction to address identified weaknesses, and character education

Requires development of an individualized education program for detainees held longer than 10 days, created by a team including a certified teacher, home school district official, and youth court counselor
