Amends Mississippi Code Section 37-9-71 to distinguish due process requirements based on suspension length.

For suspensions of 10 days or less, students must be advised of charges and given an opportunity to respond (informal hearing).

For suspensions exceeding 10 days or expulsions, students have the right to a formal due process hearing, legal representation, presentation of evidence, and witness cross-examination.

Students may appeal suspensions longer than 10 days and expulsions to the school board.

Establishes "substantial evidence" as the standard of proof in all disciplinary proceedings.
