Expands offenders' access to administrative sentence reductions through the trusty-time program and earned-time allowance program by removing blanket exclusions based on sentence length or crime nature.

Prohibits offenders sentenced to life imprisonment, convicted as habitual offenders, or convicted of trafficking in controlled substances under Section 41-29-139 from earning trusty-time allowances.

Restricts earned-time allowances for inmates sentenced to life imprisonment (except those 65+ who served 15+ years may petition for conditional release), habitual offenders, and those convicted of crimes specifically stating sentences shall not be reduced.

Maintains minimum sentence requirements: offenders convicted after July 1, 2014 must serve at least 50% of sentences for crimes of violence or 25% of other sentences before release.

Takes effect July 1, 2017.
