Amends Section 47-7-3 of the Mississippi Code to clarify parole eligibility for certain drug offenders convicted after July 1, 1995.

Makes offenders convicted of possession of a controlled substance under the Uniform Controlled Substances Law eligible for parole after serving their sentence.

Allows offenders convicted of sale or manufacture of a controlled substance to be eligible for parole after serving one-fourth (1/4) of their imposed sentence.

Excludes drug trafficking offenders sentenced under Section 41-29-139(f) from the senior citizen parole eligibility provision (age 60+).

Takes effect July 1, 2017.
