Prohibits trains, railroad cars, equipment, or engines from obstructing vehicular traffic at railroad grade crossings on public streets, roads, or highways for more than 20 consecutive minutes.

Exempts obstructions caused by power brake failure, mechanical failure, derailment, accidents, Federal Railway Administration directives, or circumstances beyond the railroad company's reasonable control.

Establishes tiered fines for rail carriers based on obstruction duration: $200-$500 for 20-25 minutes; $500 for 25-30 minutes; $700 for 30-35 minutes; $900 for 35-40 minutes; $1,000 for 40-45 minutes; and $1,000 plus $500 per each additional 5 minutes for over 45 minutes, with a maximum fine of $5,000 per 24-hour period.

Protects railroad employees from prosecution when performing duties under railroad company operating rules or orders.

Assigns enforcement to the Mississippi Department of Transportation and makes the act effective July 1, 2017.
