Defines "average daily membership" (ADM) as total aggregate student enrollment divided by the number of instructional days, replacing "average daily attendance" (ADA) as the primary metric for calculating school funding under the Mississippi Adequate Education Program (MAEP) beginning with fiscal year 2017-2018.

Requires the State Auditor to conduct actual student counts in months two and three of the school year; if reported attendance exceeds 103% of actual count, funding is reduced to 103% of counted students for the following year.

Establishes that beginning 2017-2018, school districts receive MAEP funding based on ADM unless ADA falls below 95% of ADM, in which case ADA is used instead.

Changes the minimum school term instructional day requirement from 63% to 60% of the instructional day for students to be counted in full-day attendance.

Applies ADM calculations to transportation funding formulas and reporting requirements across multiple sections of Mississippi education code.
