Clarifies State Board of Cosmetology membership to require five appointed members with no more than two from each Supreme Court district, all with minimum 10 years' active cosmetology practice and not graduates of the same cosmetology school.

Revises licensing requirements by changing "accredited" schools to "licensed" schools and increases training hours for cosmetology instructors from 750 to 1,000 hours and reduces college course requirement from 12 to 6 semester hours.

Increases esthetician training requirements from 600 to 750 hours total (125 hours theory and 625 hours practice) and manicurist requirements from 350 to 600 hours over at least 15 weeks.

Modifies practitioner and instructor licenses to require head photographs at issuance or renewal and changes school admission standards from aptitude test competencies to requiring at least a Tenth-Grade education or high school diploma equivalency.

Extends the automatic repealer date for sections creating the State Board of Cosmetology from July 1, 2017 to July 1, 2021.
