Clarifies that bullying conduct must exploit an imbalance of power between perpetrator and victim and interfere with a student's education or substantially disrupt school operations.

Requires school districts to establish anti-bullying policies that prohibit bullying, prohibit retaliation against reporters, and provide notice to parents within a reasonable time after an incident.

Mandates policies include procedures for reporting bullying, investigating incidents, establishing student assistance actions, and providing counseling options for victims, witnesses, and perpetrators.

Prohibits disciplinary action against students found to be bullying victims who use reasonable self-defense, and requires discipline for students with disabilities to comply with federal law including the Individuals with Disabilities Education Act.

Requires school districts to post the bullying reporting procedure on their Internet website, effective July 1, 2017.
