Amends Mississippi Code Section 45-33-23 to revise the definition of "registrable offense" for sex offender registration purposes.

Exempts first convictions under Section 97-3-95(1)(d) (sexual battery) when the offender was under 21 years old from mandatory registration, unless a court orders registration for up to 15 years upon finding the offender was at least 18 years old and registration is necessary to protect the public.

Maintains existing exemptions for rape convictions under Section 97-3-65(1)(a) and sexual battery convictions under Section 97-3-95(1)(c) when the offender was 18 years or younger at the time of the offense.

Preserves the comprehensive list of offenses requiring sex offender registration, including kidnapping of minors, rape, sexual battery, child exploitation, voyeurism of minors, and related crimes.

Takes effect upon passage.
