Increases the minimum acquisition cost threshold for county purchases that require a requisition, purchase order, or receiving report from $1,000 to $1,500.

Amends Section 31-7-103 to allow purchases of items or services up to $1,500 without requiring formal purchase documentation, though invoices must still be signed by department heads or designees.

Amends Section 31-7-119 to increase the threshold for supervisor purchases in counties not operating a countywide road system from $1,000 to $1,500 in aggregate.

Authorizes the City of Charleston to exercise all powers granted to municipalities under Mississippi general law regardless of its special charter and allows its governing authority to amend its charter without additional statutory authority.

Takes effect July 1, 2017.
