Requires price to receive at least 35% weight in evaluation factors and mandates numerical rating systems; specifies evaluation committee qualifications and conflict-of-interest certifications before proposal review begins.

Reconstitutes the Public Procurement Review Board with five appointed members (three by Governor, two by Lieutenant Governor) plus one ex officio member from the Department of Finance and Administration, and abolishes the Personal Service Contract Review Board transferring its powers to the Public Procurement Review Board.

Requires reverse auctions as the primary bidding method for purchases over $50,000 unless the Public Procurement Review Board approves an alternative method; mandates agencies establish secure electronic bid submission procedures except for those without high-speed internet access.

Amends public records law to require anyone seeking a protective order for contract information to post notice and reasons on the Mississippi procurement portal for at least seven days before filing in chancery court.
