Establishes the "Mississippi Emergency Telephone Service Charges Study Committee" to study all emergency telephone service charges levied in Mississippi, including their collection, distribution, use, and oversight.

Committee composed of seven members: Senate Energy Committee Chairman, House Public Utilities Committee Chairman, one House member appointed by Speaker, one Senate member appointed by Lieutenant Governor, Executive Director of Mississippi Supervisors Association, one E911 Coordinators Organization member, and one telecommunications industry member appointed by Governor.

Appointments must be made within 30 days after the 2017 Regular Session sine die adjournment; committee shall meet within 30 days thereafter to select chair and vice chair from membership, with majority vote required for decisions.

State departments, divisions, boards, bureaus, commissions, and agencies must provide facilities, assistance, and data to the committee upon request from the chair.

Effective July 1, 2017.
