Amends Section 47-5-1211 of the Mississippi Code to add a requirement that private correctional facility contractors demonstrate ability and commitment to utilize local vendors for commissary, medical, treatment, and other services to offenders.

Requires contractors to use local vendors for any services needed during operation of the facility, in addition to existing contractor qualification requirements.

Maintains existing requirement that private operation contracts must offer at least 10% cost savings compared to Department of Corrections operations for the same level and quality of service.

Takes effect July 1, 2017.
