Amends Section 37-15-9, Mississippi Code of 1972, to change first grade enrollment eligibility from reaching age six by September 1 to reaching age six before December 31 of any calendar year.

Allows any child who will turn six before December 31 to enroll in first grade at the beginning of the school year in which they attain age six.

Maintains existing kindergarten enrollment requirement that children must reach age five on or before September 1 of the school year.

Preserves provisions allowing out-of-state transfer students to enroll at the same grade level as their prior enrollment if specific conditions are met regarding residency, accreditation, enrollment duration, and educational progress.

Takes effect July 1, 2017.
