Creates the State Capitol Infrastructure Fund to finance infrastructure improvement projects in Jackson, Mississippi, including street repairs, bridges, drainage systems, utilities, sidewalks, parks, and public buildings.

Diverts 12.5% of sales tax revenue collected on business activities within Jackson, with 15% of that amount going to the City of Jackson for police and fire protection at state facilities and 85% deposited into the State Capitol Infrastructure Fund.

Establishes an 11-member State Capitol Infrastructure Fund Project Advisory Committee with representatives from the City of Jackson, Governor, Lieutenant Governor, Speaker of the House, Jackson State University, University of Mississippi Medical Center, and Mississippi Department of Archives and History.

Requires the Department of Finance and Administration to develop and implement a comprehensive improvement plan approved by Jackson's governing authorities, with at least 95% of fund deposits used for improvement projects and no more than 5% for administrative expenses.

Sets a goal for the Department of Finance and Administration to expend at least 10% of improvement project funds with minority small business concerns owned and controlled by socially and economically disadvantaged individuals.
