Allows the state to file an interlocutory appeal from adverse pretrial rulings in criminal cases involving "crimes of violence" when the ruling would prevent introduction of evidence relevant to proving an element of the offense

Limits this new appeal right to rulings made before a jury trial or guilty plea

Filing such an appeal automatically stays (pauses) the prosecution of the offense

Tolls (suspends) the speedy trial deadline under Section 99-17-1 while the interlocutory appeal is pending

Requires appeals to be filed in compliance with Rule 5 of the Rules of Appellate Procedure
