Amends the definition of "earned compensation" under the Public Employees' Retirement System to include all remuneration paid to Justices of the Supreme Court and Judges of the Court of Appeals, except mileage allowances.

Allows Supreme Court Justices and Court of Appeals Judges who were in office on December 31, 2003, to continue reporting expense allowances as part of their retirement compensation.

Permits Justices and Judges to claim unreported expense allowances from December 31, 2003, forward as earned compensation if they pay both employee and employer contributions with regular interest to the Public Employees' Retirement System.

Updates Section 25-3-35 regarding judicial salary schedules effective January 1, 2016, and authorizes salary adjustments every four years based on State Personnel Board recommendations.

Takes effect July 1, 2017.
