Requires the board to contract with a certified public accounting firm, law firm, or healthcare management consultants to review the hospital's operating condition and determine a fair market rental rate before setting extension terms.

The analysis must evaluate community inpatient facility needs, competitive market conditions, the hospital's competitive position, and appropriate lease revenue amounts.

Sets the annual rental rate for the extension within the range determined by the analysis, with the board deciding the length of the extension period.

Permits the lessee to accept the proposed rental amount and extension term in writing to the County Administrator and Chancery Clerk within a timeframe set by the board, with the option to amend lease terms by mutual agreement.
