Authorizes the State of Mississippi to issue up to $1,250,000 in general obligation bonds for the Tammy Wynette Legacy Park Center in Tremont, Mississippi.

Bond proceeds shall be used for building, equipping, furnishing, and renovating facilities at the center, as well as purchasing additional land.

Creates a special "2017 Tammy Wynette Legacy Park Center Fund" within the State Treasury to receive bond proceeds and manage disbursements under the Department of Finance and Administration.

Bonds may not be issued after July 1, 2021, and may mature up to 25 years from the date of issue with interest rates not exceeding limits under Mississippi Code Section 75-17-101.

Bonds are general obligations backed by the full faith and credit of the State of Mississippi, and the bonds and their income are exempt from state taxation.
