Extends the repeal date of the City of Southaven's tax on gross proceeds of sales of beverages and prepared food at restaurants from July 1, 2017 to July 1, 2021.

Requires the city's governing authorities to adopt a resolution within 60 days declaring their intention to continue the tax and publish it in a newspaper for three consecutive weeks.

Triggers a voter election on tax continuance if 20% or 1,500 qualified electors (whichever is less) file a written protest within 45-60 days after the resolution is adopted.

Allows the tax to continue only if a majority of qualified electors voting in the election vote in favor of continuing it; the tax ceases on the first day of the month following certification if a majority votes against it.

Specifies that if the governing authorities fail to adopt the required resolution, the tax automatically ceases 90 days after the act's effective date.
