Appropriates $148,592,525.00 from the State General Fund and authorizes $1,552,346,081.00 from patient fees, student fees, and other special source funds for the University of Mississippi Medical Center for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Requires the Medical Center to maintain its School of Medicine, School of Dentistry, School of Nursing, School of Health Related Professions, School of Population Health, Teaching Hospital, and Medical Center Service Area, with expenditure accounting provided to the Legislature.

Allocates specific amounts for targeted programs: $1,800,000 for Rural Physicians' Scholarship Program, $315,000 for Rural Dentists' Scholarship Program, $4,250,000 for Cancer Institute, $2,850,000 for MIND Center, $1,425,000 for Office of Mississippi Physician Workforce, and $1,391,750 for Children's Safe Center.

Prohibits use of appropriated funds for medical services to state agencies, institutions, or political subdivisions unless they reimburse the hospital within 90 days, after which services will be discontinued for non-payment.

Includes provisions restricting funds from research that destroys human embryos, requiring preference for Mississippi Industries for the Blind in purchasing, and mandating compliance with state constitutional and fiscal requirements.
