Appropriates $28,222,841.00 from the State General Fund for the Mississippi Cooperative Extension Service for fiscal year 2018 (July 1, 2017 - June 30, 2018).

Authorizes $14,603,305.00 in special source funds for the Extension Service, including $975,245.00 from the Education Enhancement Fund.

Requires the Extension Service to provide programs in Agriculture, Family and Consumer Education, Natural Resources and Environment, 4-H, and Business and Community Development in each county.

Establishes performance targets for fiscal year 2018 including 223,200 agricultural educational contacts, 1,040,000 family and consumer education contacts, 280,000 business and community development contacts, and 800,000 4-H youth development contacts.

Prohibits use of general funds to replace federal or special funds withdrawn from salary support and requires the agency to operate in compliance with state budget laws and restrictions on attorney fees and indebtedness.
